Specialized consultant for projects and programs of technical and financial assistance to the Paraguayan State, within the framework of international cooperation agreements and conventions, signed with the Inter-American Development Bank, the World Bank, USAID, the United Nations and UNDP, the Government of Japan, and the representation of the European Union in Paraguay.

He has been negotiator for the Republic of Paraguay (for the Ministry of Industry and Commerce and for the Ministry of Public Works and Communications) within MERCOSUR, and for the Ministry of Foreign Affairs in the framework of negotiations before the United Nations.
